At the Jia Chuang Zhigu Xincang Yuanjing Industrial Park, the research team listened carefully to Xu Shenghua—director of the Zhejiang Provincial Overseas Chinese Entrepreneurs Association and executive vice president of the Jiaxing City Overseas Chinese Entrepreneurs Association—introduce the park’s overall planning as well as the progress of Phase II infrastructure construction and functional layout. The team gained a detailed understanding of how the park focuses on “attracting overseas Chinese through overseas Chinese,” leveraging the unique advantages of newly arrived overseas Chinese—whose extensive connections and ability to bridge East and West—by actively building bridges for economic, technological, and talent exchanges between China and foreign countries, thereby attracting more returned overseas talents who bring advanced technologies, innovative ideas, and abundant resources back home to start their own businesses.

At the Hai Zhi Base (Zhichuang Park), the research team conducted an on-site inspection of the digital exhibition hall, gaining a deep understanding of the park’s development journey, planning philosophy, industrial layout, innovation achievements, talent attraction and development model, and its role in driving the regional economy. In particular, the team focused on the park’s explorations and practices in expanding cooperation channels with universities and research institutions both at home and abroad, building and optimizing a full-chain incubation model, and promoting the development of new-quality productivity.

At the special research symposium, Xia Jiehong reported on the achievements of establishing our city’s innovation and entrepreneurship base for overseas Chinese communities, the base’s role in providing dual-directional support—serving both the broader community and individual overseas Chinese—issues hindering the base’s sustainable development, and proposed recommendations to address these challenges. Wu Yuegen gave high praise to our city’s overseas Chinese affairs work as well as the achievements made in building and leveraging the innovation and entrepreneurship base for overseas Chinese communities. He pointed out that new-generation overseas Chinese talent, equipped with cutting-edge knowledge and innovative thinking, are a vital force driving our city’s technological innovation, industrial upgrading, and economic development. The innovation and entrepreneurship base for overseas Chinese communities provides these new-generation talents with broad development platforms and high-quality service support, effectively attracting and stimulating their innovative energy and entrepreneurial enthusiasm. He expressed his hope that while continuing to build and make good use of existing bases, our city will persistently and thoroughly explore the potential of its entrepreneurship and innovation platform resources, establish and improve a tiered cultivation plan for innovation and entrepreneurship bases within the overseas Chinese community, and put in place sound guidance and incentive mechanisms. This will create an even better environment for new-generation overseas Chinese returning home to develop their careers and contribute more of their wisdom and strength to our city’s economic and social development.
